In the console, Ctrl-C/Ctrl-V (Copy and Paste
functions under Windows) don't work if Caps Lock is
on. I also verified this in 8.0, so it isn't a new
bug, and I verified it under WinNT SP6 and Win98.

    This is because Ctrl-c with CapsLock is Ctrl-C (or Ctrl-
    Shift-C), which really is a different binding. Tk is only
    looking for ^c and ^v, not ^C and ^V as well. This could
    be an RFE.
