#1597 Open / close causes memory leaks

Under Windows NT/2000, opening and closing files makes
the allocated memory increase. It is only freed when
you quit wish.

Test example :

for {set k 0} {$k<100000} {incr k} {
set fid [open AnyFile.txt r]
close $fid
}

The memory increases of few Mb. Opening in append mode
leads to a memory increase too.

I noticed that with tcl 8.3.2 but I didn't test former
versions of tcl.

    This was fixed in 8.3.3 and 8.4a2+. Please upgrade.
