ReproducibleScript:
I installed the Windows NT version of TCL 8.0 using the local administrator account. The installation finished sucessfully but the Start Menu item for Tcl was put in the user-specific location instead of the All Users location. This goes against the Windows installation convention.

DesiredBehavior:
I expect the Tcl Start Menu item to be visible to all users of a PC.

    copy it over then, silly.

    If I had the WISE install package creater thing, I might be
    able to modify the 4 lines in it required to do the change,
    but I don't.
