I have the latest version (V.3.3, SVN 590) installed and ask myself if the export plugin can be activated already. Well I know, it is a beta version still in development, but this is such an important feature for me that I could not use the whole program without it.
Is the older version (Tab2) fully functional?

Yes you can activate export and import.
It will place a vCard and an xml export link on the left over each card (I think ;-).
