I have not used the bcc compiler, but I can make a good guess on what the issue is.
What you should be doing is compile into a dll (_example.pyd). When python loads a module, it needs two things, example.py (generated by swig) and _example.pyd (which is your dll).
I would guess that the compile command would be something like
c:\bcc32 -shared -Ic:\borland\bcc55\lib example.obj example_wrap.obj -o _example.pyd
If this doesn't work, I suggest you go back and read your compilers manual, and find out how to compile a dll.
