Bravo Zulu for finding this Randy! I noticed this problem a few months
back, but thought that it was caused by one of my many "custom changes"
to the code. :-)

I like this change as well. So far, it appears to be working perfectly
on my system with the SHORT_IDENT_INTERVAL set to 10 minutes and
IDENT_ONLY_AFTER_TX set true.
One thing I did notice was that if a particular module was active (for
example my add-on TclBulletins.tcl), the ID would not actually transmit
until after the module has released the transmitter. In certain
conditions, this can delay the ID for the duration of the transmission
(up to 3 minutes), plus the SHORT_IDENT_INTERVAL (10 minutes in my
setup.) I doubt that the FCC will cite me for an occasional late ID,
but you never know...
I am not sure what is causing the above issue. I am pretty sure it is
NOT related to your patch. In any case, the "easy fix" would be to set
the SHORT_IDENT_INTERVAL to something like 7 or 8 minutes. Lucky for me
your new addition now permits us to do so. <grin>
