When instantiating a module in a source file, if the module name matches the instantance name, "Open Declaration" does not work.

Example:

module foo
(
input a,
output b,
);

assign a = b;

endmodule

module foo_test;

// Open declaration works
foo foo1
(
    .a(),
    .b()
);

// Does not work
foo foo
(
    .a(),   
    .b()
);

endmodule
