I've noticed that Sonic Annotator gives me errors when I specify block sizes that are not powers of two for spectral features, so it appears that SA does not support zero-padding FFTs. If this is true, it's a pretty desirable feature. As far as I can tell, Sonic Visualizer does support this (at least, it allows flexible block sizes--not sure how it handles them.)
