I was hoping to use the TAPASCologne scenario for investigating some
things, but when I run the scenario it seems that certain intersections
have issues with right-of-way and traffic signals, so vehicles get
stuck. These stuck vehicles then cause congestion to backup to other
parts of the network.
Is there something I am missing to fix this sort of problem, or is this
just one of the issues with the current scenario data? I have tried
running different configuration files within SUMO 0.15.0 and 0.16.0 (I
think I also tried 0.13.0, but I don't remember exactly).
