[Stellarium-pubdevel] Blueprints

Dear all,
I started to write some blueprints on the Launchpad website to define
tasks. The goal is to motivate (internal or external) developers to
participate.
The URL is there: https://blueprints.launchpad.net/stellarium
I used launchpad to manage this, but it could be as well moved
somewhere else (but sourceforge tasks management is unsurprisingly
crappy).
