I have been playing with build 5807 built with msys and Mingw5.1.6
 
I have one computer that has qt 4.6.0 (SDK) on it. I can compile and run oculars.
A package made here is not transportable.
To make the oculars module run It is necessary to have the qt installed. Just moving the necessary dll "qsqlite4.dll" to its own area is not possible. It does not get found. Even making a dummy location does not work. I have so many qsqlite4.dll spread around the system that I am running out of HDD space!
 
I have now found the qsqlite.dll that Bogdan refers to and placed it in the sub folder stellarium\sqldrivers of the Rc3 package and oculars works
