I get the impression that all the building and development these days is done on a Mac or Linux platform and Windows builds are not the regular method of testing code. I build in windows daily if there has been any change to the branch and I built 5205 last night. However it crashes if I try to move the window. My previous builds were 5199 and 5202 and the problem was not noticed there.
 
I can build in Linux Ubuntu 11.04 or 10.04 any time on other computers as well as windows build on Vista, Win7-64 and XP.  I can build on any of these platforms in the time it takes to get source changes from the repository and hit the compile button in msys or unix. It then takes 30 minutes to upload to my web site.
 
I put my latest windows build on my web site if you want to check. It is not a standard build as it has sound, read old scripts, and logbook activated.

and I still use Qt 4.7.1 mainly because I believe that is the version in Ubuntu.
