I managed to get 4685 compiled in Windows with plug ins only one problem the ocular plugin only works as a static plug in all the others (except VirGo) can be dynamic or static. I tried to attach the execs to apublist reply but it was too big. It is waiting for some one to OK it. The problems were in the order of compiling Stellarium needs to be compiled first (dynamic) then the plugins need to be compiled after that stellarium nedds to be recompiled if you want static plug ins.
