How cool is that? Previously I had to boot into safe mode and not load my graphics card driver for some odd reason. But now everything appears to be working. I can, indeed, actually see magnitude 17.70 stars now!
So a big thanks to fixing this. However I don't recall this being specifically addressed. How was it fixed? Was it by chance? Or was it an "Artifact" of compiling things differently? Or using a different graphics library?
I re-verified and ran 0.12.4, and it only loaded to geodesic level 7.
And 0.12.5 loaded to geodesic level 8.

and is 0.12.5 for people that can run 0.13.x in MESA mode only?

Yes, very nice. I now have all eight star catalogs on my little portable ASUS netbook WinXP, and it runs at acceptable speed of 6 to 10 FPS.
Speaking of v 0.12.5.
