I assume you mean the computer display refresh rate not the fps of the program
It depends on the operating system and video card. For Windows XP Open the control panel, select Display, settings, advance, monitor. Scroll through the available refresh rates and select the most suitable for your use.

How do i control the refresh rate?
It display on my computer at vertical 60 Herz, while my default refresh rate is vertical 100 Herz.
I use the same resolution.
