#2 Allow plugins to cancel shutdown

There is no way for a plugin to prevent the application
from shutting down as there should be. For example the
app could be unintentianlly shutdown while a user is
running a script in the IDE and thus lose what they
were working on.

    User is prompted to see if they really want to shutdown when either scripts are running in the IDE or the Dashboard.
