Build fails looking for MANIFEST.MF. The manifest file is present, but names Manifest.mf. This is a case issue.

This problem exists for the cron, email, namedcounter, and sxe services.

Changed to remove the Manifest.mf file and replace them with MANIFEST.MF for the cron, email, namedcounter, and sxe services so that when building these services on Unix machines, the service's makefile can now find file MANIFEST.MF.

Checked the changes into CVS.
