#3 Will not find openssl

I am trying to run the config script and it fails
trying to find the opensll library. I verified that the
files are in /usr/lib/ssl
I tried making a link to /usr/lib/openssl and I also
tried every combination of --with-openssl=/usr or
/usr/lib/ssl /usr/lib
I am running Debian sarge with openssl 0.9.7e-3
