Yes, it's possible, but that role is almost always handled by the MTA. Couldn't a person modify the script or design a module that when a person logs in, the script first seeks the amount of space that is being used by the /users/mail directory and if it is over the allowed limit, redirect to a screen that says, "You are over your allowabel space limit. Please clean out any unwanted mail to free up more space." And the disabel all send and receive functions. Seems pretty simple. Am I missing something?
