In brief, the POP server is is not rfc1939 compliant server. mail_fetch check this by the NOOP test before and after authentication. I guess this check is to ensure the server support UIDL which is required by mail_fetch. If you are sure that the POP support this command, you can modify the code to disable the checking. By the way, it is not rare that a POP server is not rfc1939 complaint.
