What about inetd.conf or in poppassd under /etc/xinetd.d (as in Redhat 7).

Subject: a problem with change_pass

Hi there,
I 've got a problem with my change_pass plugin.
I cannot change passwords with my change_pas plugin.( Mandrake 7.2)
As you know it uses poppassd for passwoed changing and therefor it have to
connect in  port 106/tcp to my machine.
I have changed my /etc/services so that it can accept connections in port
106/tcp but unfortunately, I cannot telnet in port 106 to my localhost.
I got connection refuse message.
I think this is the main problem .I write below the error I've got when i
want to change any password.any one have any idea?

error message:

ERROR: Connection refused (111)
