SquirrelMail uses rawurlencode($filename) when SendDownloadHeaders() sends file name information to IE. It is not needed when default character set is euc-jp (Japanese), gb2312 (Chinese Simplified) or big5 (Chinese Traditional).

When rawurlencode is used in these character sets, 8bit attachment names are broken. Japanese handle it differently. Chinese must disable rawurlencode.

Not sure about Korean and euc-kr character set. It always looks broken.
