#1679 Wrong time and date is displayed when time zone is changed

The message time and date becomes GMT time when changed
the time zone in personal information. And then change
the time zone into different locations or "same as
server", the message time and date still in GMT time.
Restart the web server can reset the time dispalyed
correctly until someone change his time zone. However,
the same SM version have no same problem in the Mac OS
X box.

Problem setup:
1)
OS: Windows Server 2003 SP1
PHP: 5.0.2 isapi mode
Squirrelmail 1.4.3a
webserver: IIS6

2)
OS: Windows Server 2003 SP1
PHP: 4.3.9 in isapi mode
Squirrelmail 1.4.3a
webserver: IIS6

No problem setup:
OS: Mac OSX 10.3.6
PHP: 4.3.2
Squirrelmail 1.4.3a
webserver: Apache 1.3.28

    From your description, it'd suggest it was an issue with PHP
    on a Windows 2003 server. Either that, or you're using some
    kind of caching engine (I believe IIS6 has some caching
    built in) that is causing it to miss-behave.

    The other possibility is when we call the setting of the
    time zone, it causes the time zone to be updated for the
    user running IIS on the server, and not the active
    connection's temporary environmental variables.

    Dear Jangliss,

    I have try to disable all the content caching and ISAPI caching, but still
    not help on this proble. I think the problem may cause by your second
    advice. Would you mind to tell me is there any ways to fix this
    problem?
