I guess that answers one of my questions but raises some more about turnaround times etc.
I can't imagine that creeping instantly to the top of the priority list.
So one option is I could attempt it myself.
This is actually for work though, so there is a very slim possibility I could persuade the powers that be to throw some money at it.
I wouldn't hold my breath but it might be worth discussing prices.

It wouldn't be that hard to write a wrapper for the DBCopy plugin that accepts source/destination aliases via command-line arguments or a properties file.  You could add a feature request for this here:

I am a developer but not primarily a java one. That said, I might be able to
find time to work on some of these angles myself.

5. Who else is interested in this?

6. What other options are there that I've missed?
  Liquibase doesn't currently match dbcopy for cross database copying
  DBUnit I've yet to explore but is next on my list.
  Anything else?
