#696 Comment Block then Undo deletes block

If you comment a block of text using the Comment Code keystroke (ctrl+keypad minus), then hit ^Z to undo, the commented lines are deleted rather than being uncommented.

This is _very_ disconcerting behavior if you aren't aware that a second ^Z will then restore the original uncommented lines.

Can the two comment actions be combined into one action for undo/redo purposes?
