This change lets SoX compile with the newer opencore-amr libraries... which most distributions seem to be moving to (Fedora 12+rpmfusion moved to this).  The main down side is opencore-amr does not support encoding of amr-wb format.

It should work with the older amr libraries as well... but I do not have those libraries lying around.   If someone has those installed, I'd appreciate trying out CVS and verifying it does works for you.
