#9 Make syslog_enable = 0 the default in snmptt.ini

Enabling logging to the syslog is a decision that should be made explicitly especially since some syslog files are already difficult to manage. It may be best to not have any logging on by default, instead, forcing the user to decide. To go along with this, items such as stdout_enable, log_enable, and log_file should be in the default snmptt.ini file, Because the documentation says "edit the snmptt.ini file and modify the following variables:" those variables should probably already be listed in snmptt.ini

    I'd like to keep syslog enabled by default, but I have added a note about this at the bottom of the installation section in the documentation. I have also updated it to list stdout_enable and log_enable instead of enable_stdout and enable_log.
