Has anyone tried any USB -> IDE devices as of yet?
What is the difference in the SMART requests needed for a SCSI drive,
compared to those for an IDE drive?

Well, the requests are described in two different documents, written by
two different technical committees. There is not much coordination
between them. In fact in the SCSI world, these commands are not even
