I tried this several times , but I still get the same condition,
so I turned -o on again and then ran smartd. After several days,
"(0x82) Offline data collection activity was completed without error.
Auto Offline Data Collection: Enabled." showed up! So it seems
it will happen automatically at least occasionally, but I don't
seem to be able to do it manually.

I did find the IBM OEM manual. It includes lots of information, but
the SMART info in it is pretty standard and I couldn't find anything
about offline testing manually. From the manual, one would think
it should work.
Thanks for your help and suggestion -- I think I will just live with
the occasional offline data collection....
