[smartmontools-support] Power_Cycle_Count no change when powered on/off

Dear All,
   
  Recently, I tested with my new hard drive: Hitachi SATA II HDT722516DLA380.
   
  When I switched the HD to power on and off several times, without starting the 
  OS, the following SMART attributes actually remained no increase.
   
      4 Start_Stop_Count
    12 Power_Cycle_Count
  192 Power-Off_Retract_Count
  193 Load_Cycle_Count
   
  Above situation also happen with Hitachi SATA II HDP725016GLA380.
   
  My questions are:
  (1) Is this a special phenomenon for Hitachi HDs? Is there some special 
     protection features for the power connection?
  (2) How could above situation happn?
