No Dave, It isn't enabled by default....At least for version 2.0 Bender.
Under 2.0 it is in the variable "send_mail" which I think is 0 by default,
and you can change it to "1" using the admin interface.
HOWEVER when users register with the site they don't have the email
switched on by default. You can fix this by ammending the SQL of one of the user
tables (I forget which but can look it up if you like). I find this useful for
running competitions - I ask people to register with the site for "how to enter" info.
I give the competition details in the template which goes at the start of the email.
I am afraid that I can't say whether this is still true for version 2.1 Fry
which has enhanced mailing list support.
