#557 New Moderation Features

I'd like to see the following options added to the moderation options:

1. Abusive -1
2. Incoherent -1

Justification:

1. Abusive
Some people still feel that it is appropriate to post goatse links. I feel it would be good if moderators could flag these comments as abusive. Editors could then view all comments m1ed as such, and delete any comments that they determine to be in violation of the TOS. Obviously, this moderation is more serious than Flamebait or Troll. M2 will quickly sort out abusers of the abusive tag.

Ideally, editors could be notified immediately, but this would probably add additional code taking the feature request above a simple list modification.

2. Incoherent
smtms, ppl lk 2 wrt cmmts lk ths. Other times, comments are written in such a way as to be completely incomprehensible. Usually, these comments get left unmodded, or modded down as overrated. An incoherent rating would allow the individual user to adjust their settings to either see or not see comments with terrible grammar or rambling schizoid delusions.

Incoherent does open itself to some abuse by the so-called Grammar Nazi's. It is intended that Incoherent be used when the post is of such poor quality that meaning is eradicated. M2 will take care of the Grammar Nazi's and spell flamers.
