It's rated "overrated" although it was otherwise
unrated. "Overrated" should not be an option in the
moderation box when the comment has not already been rated.

    I disagree with this in some cases... I think logged in users and
    especially users using their karma bonus should still be eligible for
    'Overrated' mods since they are using implicit bonuses... perhaps not
    for ACs, or comments at Score:0. I think a fair rule-of-thumb would
    be that a comment perhaps shouldn't be Score:-1 without at least ONE
    mod calling it flamebait/offtopic/troll etc.

    But that said, it doesn't matter since we're planning to rework so much
    of the mod system that fixing this is not a priority since over/
    underrated probably are going away anyway.
