Right now our blurb for asking readers to submit their journals for consideration as a story reads:
Allow journal to be submitted as a story? If you do this:
* Comments must be enabled
* Discussion cannot be deleted (though journal can be)
* If accepted, anyone will be allowed to post comments
However, even if the checkbox is unchecked, a journal will be submitted to the hose (starting at a lower score, but it can still be accepted as a story).
If accepted as a story from the hose, two of the above restrictions apparently apply even though the user did not request them to: the discussion can't be deleted and any user will be able to post comments (i.e. 'no foes' or other restrictions on comment posting will be lost).

We should stop applying restrictions on user journals that they didn't request and should make the blurb describing the effects of that checkbox match up with reality.
Rob, I'm assigning this to you because I don't know what you want to do when users don't request journals to be submitted to the hose (or, phrased differently, request their journals not to be submitted to the hose).
