The use of ALT text to display tooltips for images
violates the official HTML spec, and isn't supported by
Mozilla. Tooltips should be specified by the TITLE
attribute of an IMG tag. See

Last I checked, ALT was still valid HTML, but for alternate
text. We're not using it to display tooltips, just alternate
text. Perhaps we are missing tooltips where they would be
helpful, but since you fail to provide an example of where
that might be, I have to assume we are not.

The topic icons at the top of www.slashdot.org, for the 5
most recent stories, have ALT attributes but not TITLE ones.
The topic icons that appear in each article have both.
    Is this intentional?
