#11 Make arrow heads scalable

There are two different ways to implement it. The
easiest is to have a function that simply takes an
arrowhead associated with the selected object, creates
a scaled copy and assigns that scaled version to the
object. That's quite simple and fully backwards and
forward compatible.

The other solution would be to have an addition line
property that defines the scale factor to use (and
perhaps even an additional one that determines whether
arrows scale with the line width). This would require
changes in the file format, so it'd be something for
0.8.

Both solutions wouldn't be difficult to implement, so
there's a good chance that one or the other goes in.
Well, we could even do both.
