There is "Subject" in conversations. But i don't see it in pidgin. It is processed by sipe plugin?

sipe displays conversation subject in multi user chats, but doesn't process it in IM conversations of two persons.
Apparently this is because libpurple and Pidgin don't support displaying conversation topic in IM sessions. Instead buddy's status message (a "note" you can write in the field under your name in Office Communicator) is shown there.
You can try to request addition of conversation topic to IM conversations on Pidgin developers. Then we can implement the rest.
I placed ticket for libpurple (http://developer.pidgin.im/ticket/13511), but it may take long time.
I have idea - write subject changes directly in chat for a while. What about it?
Yes, this is possible. I have already almost finished implementation and will commit it within 1-2 days when I have some time to complete.
You can now try to build and run this revision from git. Message should now appear in the chat whenever conversation topic changes.
