Very interesting point. We consciously placed Lith Illakkam in exact same positions as Tamil numeral set as well as some other Indic numerals. Automatically Lith Illakkam will be sorted and be placed before 111E range. 0DE7 will be placed before 111E1. It is not a bad idea to specify the order though in the collation.

Part 1: I would have anticipated specifying a collation order for both
the Sinhala Lith Illakkam and Sinhala Archaic Illakkam where digits from
both groups are sorted in numerical order.

e.g.

U+0DE6 - Sinhala Lith Digit Zero
U+0DE7 - Sinhala Lith Digit One
U+111E1 - Sinhala Archaic Digit One
U+0DE8 - Sinhala Lith Digit Two
U+111E2 - Sinhala Archaic Digit Two
...

Unicode has already set this precedence with other scripts. If it is
going to be sorted in this order in practise, then it should be defined
explicitly in SLS1134:Part1. Also, should the equivalent Lith Digit be
sorted before or after the corresponding Archaic Digit? We need to
explicitly state that in the SLS1134:Part1.

Part 2: Again, I would have anticipated that Sinhala Digits would be
required at a particular font compliance level. We have Level 1, 2 and 3
compliance levels. I would expect one of these levels to explicitly
require each of these two Sinhala Illakkam.
