The system will switch directly to graphical as soon into the boot process
as possible. You should still be able to ctl-alt-FX into text consoles.
Some video drivers/cards have minor problems with this though, I believe.
There ill be a GNUstep Terminal app you can use too.

There will be these folders: Applications, Library, Libraries, System,
Users, and Volumes.

All packages will have all the locales for that package installed by
default. The limitations of language switching will be from the work the
authors of the individual software projects do (or don't do).
If you contact the authors of the individual projects, I'm sure they will
delighted if you offer to do translations.
