#arraymap has been tested successfully.
Before this, the reasons for the failure: SF does not recognize the Chinese characters comma.

You need to use either #arraymap or #arraymaptemplate; the former is easier. Those are both covered in depth in the second URL you linked.

For me, it is almost impossible to set all Legal Terms in advance, so I try to set/input Multiple Values (“Page” property) in the form, separated by commas, such as set Multiple Tags for a page. However, the comma does not work, the Multiple Values always link/create one page only.
In other words, I need to set/input Multiple Values in a Created Form (one time completion), rather than set in advance, select the Values later in a Created Form (two steps, duplication of work).
The above reference documentation is not detailed enough, any ideas how can I set "Multiple Tags" for a page?
