Special:Properties lists only those properties that are actually being used somewhere. Your property will show up as soon as you use it in a semantic link.

Meanwhile you'll find it on Special:UnusedProperties.

P.S. Yes, I also find this confusing. There should a least be a warning with a link from Special:Properties to Special:UnusedProperties.
