Unfortunately, MediaWiki's internal links can't take in a query string, as you discovered. Your best bet might be something like:

Edit me [{{fullurl:{{PAGENAME}}|action=formedit}} here]

If you definitely want an internal link, the easiest solution might be to create a widget for it, using the Widgets extension (http://www.mediawiki.org/wiki/Extension:Widgets).
