I'm guessing, by the way, that the Wikipedia CD doesn't have MediaWiki installed on it - just articles in HTML, with no ability to edit, view history, etc. I could be wrong about that, and I've never seen the CD, but that's my guess.

Hallo,
first you need a Webserver to run the Mediawiki Software. This is
usually an apache  and a mysql server. On Windows you can try Uniform
Sever, which has that both bundled:
   http://www.uniformserver.com/

Then you need to download, install and setup MediaWiki and then the
SMW-Extension within your Webserver and Datatabase environment. You
get the sources from sourceforge:
   http://sourceforge.net/projects/wikipedia/
   http://sourceforge.net/projects/semediawiki

I also do recommend to install the Semantic Forms and the Halo Extensions:
   http://www.mediawiki.org/wiki/Semantic_Forms
   http://sourceforge.net/projects/halo-extension/

The next thing you need is a database dump of wikipedia. You can find
detailed informations here:
  http://en.wikipedia.org/wiki/Wikipedia:Database_download
You import that into your Database - and (theoretically) that's it.

Using it on a CD might be a bit tricky, because the MySQL Backend
normally needs a writeable environment. That means practically that
you will be unable to do any edits without error.
