#15 Cache -- standalone

Would like to see a stand alone perl module or
something to auto update the Event Cache, Whois, and
DNS entries in the DB.

I'll take a look at how hard this would be, but if
someone thinks they can knock this out...

I am envisioning a stand alone process (another thing
for us to maintain though)

This is in CVS... It will be part of 1.1. The program needs
a little cleaning up but works in its current version. It
can be run from cron or the terminal prompt. I have not
tested it on Windows...
