GenLIB: first release

Yesterday was released a first version of GenLIN, a set of templates and subroutines for generic purpose. It's in a very early development stage but may be useful for someone. i.e. I've some problems with STL's vector and so prefer to use the GenLIB's vector. It works and it need only a few operators, don't tons like STL's.
