I had similiar trouble. Try going into SRC directory where SDCC source
lives. Run make from this directory, and watch carefully for why it
does not build. For me it errored out on AVR subproject, I went into AVR
and deleted the .o files, went back into SDCC\SRC and did a make.
It then compiled a SDCC binary for me.

Have you successfully compiled the source of SDCC? If you have, an
executable called sdcc will be in the bin directory of the working
directory. Then you use `make install' to install SDCC.
