#714 Unable to scoll on Touch Screen computers using pan

I'm using a touch-based Windows 7 computer and I find it very problematic that the only way to scoll is to use the scrollbar.
Many programs understand a simple pan (pressing a finger on the screen and moving it vertically) and it's very handful.

The only difficulty of implementing this is to check for WM_TOUCH events and detec whether the touch move is vertically (pan) or horizonally (selection).

    It appears to be WM_GESTURE for high level events. Since I don't have a touch-based Windows machine I will not be working on this.
