#47 Ctrl+Tab and Shift+Ctrl+Tab reversed

When multiple buffers are open, Ctrl+Tab and
Shift+Ctrl+Tab are reversed. Ctrl+Tab moves to the
previous file, where it should move to the next file
like all other tabbed widgets.

I note that Rev 1.120 seemed to have a similar problem:

Fixed previous and next buffer commands and menu items
to always work
consistently. Previous, F6 means move to older.

I guess that something was changed internally, but
didn't go looking.

    OK, not completely convinced - try opening a sequence of
    files in PythonWin and then use the Next command but that
    is based on z-order and SciTE only has buffer number.
    Changed anyway as it does appear more consistent. Also
    changed F6 so that it is the same as Ctrl+Tab and Shift+F6
    is same as Shift+Ctrl+Tab.

    thanks for the change! The behaviour is certainly in line
    with things like tabbed dialog boxes, and almost every other
    tab system I have seen. MSVC uses an MRU style system which
    is quite nice :)
