In the D programming language (from Digital Mars),
there is two forms of block comments:
/* .... */
and
/+ .... +/

Unfortunately, in a ".properties" file, it is possible
to define only one "comment.stream.start" and "stop"
directives.

The same problem exist with the Pascal language, where
two forms of block comments are possible:
{ .... }
and
(* .... *)

    I don't understand how you want the Stream Comment command
    to choose between these two formats. You could add your own
    command as a Lua script to add a stream comment in the
    second form.
    If you are expecting comment.stream.start to influence
    styling then it doesn't: it is only for implementing the
    Stream Comment command.

    I also have this need for JSP files which have the following
    comments:

    <!-- -->

    and

    <%-- --%>

    Both of them are valid block comments in the JSP markup but
    have different meanings to the JSP compiler so it's not an
    option to choose only one or the other.
