#1471 New tabs can't created until a file is opened

I'm using SciTE 3.3.1 and if I'm opening SciTE (not with a file) I'm not able to create new tabs on clicking File -> New. Only if I'm opening another file first I'm able to create any amount of new tabs.

    SciTE tries to avoid creating multiple empty buffers. If there is any text in the first tab then New will create another buffer. Fixing this could lead to unwanted buffers and the problem is very limited in scope so I won't be fixing it.

    SciTE tries to avoid creating multiple empty buffers.

    Interestingly if already a file is opened I can create multiple empty buffers. Maybe this should also be limited to 1 buffer.
